In order to promote motor vehicle pollution reduction, improve the quality of the atmosphere environment, the Ministry of National Environmental Protection issued a notice yesterday, requiring all over the country immediately strict implementation of the IV standard gasoline vehicles, but due to the lack of standard diesel fuel supply, the final time point of the implementation of the IV standard diesel vehicles nationwide is in July 2013.

As early as 2010, Guangzhou implemented the national IV standard for gasoline vehicles, but the same reason is that the national IV diesel has not been supplied, the national IV standard for diesel vehicles has not been carried out. Guangzhou is expected to supply China IV diesel in the first quarter of this year and the price will rise slightly, a person in charge of the municipal environmental protection bureau said yesterday.

Diesel buses in Beijing and Shanghai will also follow the national IV standard

According to the national environmental protection ministry issued yesterday "on the implementation of the national fourth stage of vehicle compression combustion engine and automobile pollutant emission standard announcement", will step by step the implementation of the national IV motor vehicle standard. Due to the lack of vehicle diesel fuel supply to meet the requirements of the National IV Standard, the implementation progress of the National IV Standard is severely restricted. In order to ensure the implementation effect of the standard, according to the actual supply of vehicle fuel, we decided to implement the national IV standard in different models and regions.

Gas fuel ignition engine and automobile (gasoline vehicle) strictly implement the national IV standard. All manufactured, imported, sold and registered gaseous fuel ignition engines and vehicles must meet the requirements of the national IV standard. Starting from July 1, 2013, all compressed ignition engines and vehicles (diesel vehicles) manufactured, imported, sold and registered for vehicle use must meet the requirements of the National IV Standard.

The national IV standards shall be implemented for the compressed ignition engine vehicles (diesel vehicles) sold and registered in Beijing and Shanghai for public transport, sanitation and postal purposes, and the related vehicles that do not meet the requirements of the national IV standards shall be stopped from being sold and registered.

The Ministry of Environmental Protection also said that it will increase the consistency of environmental protection production inspection efforts of automobile enterprises, and carry out environmental protection supervision and inspection of automobile products from time to time. And actively cooperate with the relevant departments to strengthen the management of vehicle fuel, and urge oil enterprises to speed up the supply of vehicle fuel that meets the emission standards. Those who produce, import or sell vehicles that do not meet the emission standards shall be penalized by the Ministry of Environmental Protection in conjunction with other relevant departments according to law.

Diesel cars are big emitters of PM2.5

Previously, experts said that PM2.5 emissions from vehicles account for less than 30% of total emissions, and PM2.5 emissions from the automobile industry are mainly from diesel locomotives, so the attention of the environmental protection authorities to PM2.5 will accelerate the introduction of the National IV emission standard for heavy diesel vehicles.

In Guangzhou, since August 1, 2010, gasoline vehicles have been implemented the national IV standard, most of the buses use LPG (liquefied petroleum gas), only a small part of the remaining diesel buses. It is reported that a national III standard car emissions only 1/14 of the yellow car; A Country IV car emits half as much as a Country III. Compared with National III oil, the pollutant emission of National IV oil is reduced by 15%. And the national V standard oil pollutant emission is 50 percent less than the national IV.

Country IV is $0.5 per litre higher than Country II

A person in charge of the municipal environmental protection bureau said yesterday that in terms of vehicle pollution control, Guangzhou will focus on providing better fuel products. "It plans to start using IV diesel in the first quarter of this year, and will replace 93,000 diesel vehicles of China I and China II with yellow, and this year it hopes to eliminate 50,000 vehicles."

And Beijing has announced that it will start using higher standards of gasoline and diesel this year in an effort to control PM2.5 and environmental pollution.

In this regard, the relevant person in charge of Guangzhou Environmental Protection Department said that at present Guangzhou has no timetable to supply V gasoline and diesel.

Supplying Country IV standard diesel, while reducing emissions, would also mean higher prices. Hangzhou began to promote China IV diesel in buses the year before last, and the sulfur content in the fuel was only 50 parts per million, while the sulfur content of China II diesel was 2,000 parts per million. In terms of price, the oil price of China IV diesel is 500 yuan more per ton than that of China II diesel, an increase of 0.5 yuan per liter.
