The strictest emissions standards in history will boost the market for environmentally friendly cars

  Improving oil quality alone will not be enough to alleviate air pollution. The authorities have set their sights on setting a new emission standard, known as the National Six Emission Standard. Whether the oil reaches the standard or not becomes the premise for the rapid introduction of the Sixth National Emission Standard. Xu Yanhua, deputy secretary general of China Association of Automobile Manufacturers (CAAM), once said, "Generally, emission standards should be implemented according to the principle of 'fuel to vehicle to vehicle'. At present, the Sixth National Oil Standard has not been issued yet, and it takes time to prepare for the standard market supply of fuel products." However, with Beijing taking the lead in launching the sixth phase of vehicle fuel standards, the obstacles to the formulation and release of the Sixth National Emission Standard have eased. Xu Yanhua said Beijing may implement the State VI emission standard ahead of schedule. The final version of the national emission standard will be released by the end of this year and is scheduled to come into force in 2020.

  "The status quo and regulations on vehicle emissions will be upgraded," said Bao Xiaofeng, deputy chief engineer of the Chinese Academy of Environmental Sciences, referring to National 6 emission standards. Mr Bao admitted that the rules would be the strictest ever for car emissions. Bao Xiaofeng previously introduced that the sixth phase of emission standards for light and heavy vehicles, which are being formulated and ready to be released, will coordinate global technical regulations on the basis of the continuation of the EU standard system. For example, to integrate the emission standards of the United States, to develop the Phase 6 emission standards for light and heavy vehicles suitable for China's situation.

Previously, the Beijing Municipal Bureau of Quality and Technical Supervision has officially released the Sixth Stage of Beijing "Vehicle Gasoline" (DB11/238-2016) and "Vehicle Diesel" (DB11/239-2016) standards on October 20, and the two standards will be implemented from January 1, 2017. It is understood that the sixth stage motor gasoline, the automotive diesel two local standards of technical indicators with reference to the current international vehicle fuel standards strictly, sulfur content remain unchanged, further improve the gasoline olefins, aromatics, benzene, vapor pressure, distillation range and polycyclic aromatic hydrocarbons in diesel fuel, density, flash point, such as detergent key environmental indicators. The two local standards stipulate the requirements of product classification, marking, technical requirements, test methods, sampling, packaging, marking, transportation, storage and safety of Beijing Stage VI motor gasoline and motor diesel respectively, and are mandatory standards.

  The test of China Automotive Technology and Research Center shows that under the condition that the on-board diagnostic system (OBD) does not alarm and the vehicle is in normal condition, the vehicle particulate emissions can be reduced by 10% after the gasoline vehicle uses the sixth stage oil, and the emission reduction rate of non-methane organic gases and nitrogen oxides can reach 8-12% on the whole. After using diesel vehicles to fuel the sixth stage of oil, the average emission of nitrogen oxides decreased by 4.6%, particulate matter decreased by 9.1%, total hydrocarbon decreased by 8.3%, and carbon monoxide decreased by 2.2%.
